The XML configuration file which defines your WikiFederation structure.

Location is defined in the FederationNamespaceMapFile key in web.config file, but conventionally sits in the root of the WikiBasesFolder.

Yes, but only for those namespaces where the Root starts with ".".

This seems a lot harder than it needs to be. Why not just let me create a namespace implicitly by creating an appropriately-named topic? (Seems to be how most other Wikis work)

OK, so we have the new namespaces created. How do we move existing topics into the new namespace? Rename doesn't work.
